INTRODUCTION
Artificial intelligence is no longer an optional tool.
Some people use it deliberately; the majority are affected by its decisions without being aware of it.
For this reason, AI has moved beyond the domain of individual choice and entered the realm of public impact.
No system that produces public impact can be left to operate autonomously and without oversight.
This manifesto does not propose an authority to govern artificial intelligence.
It defines the ethical atmosphere within which artificial intelligence must operate.
1. CORE PRINCIPLE
AOI (Atmosphere of IA) is not a power that controls artificial intelligence;
it is an ethical climate that artificial intelligence cannot escape.
AOI:
- does not make decisions,
- does not generate content,
- does not provide direction,
- does not claim ownership.
AOI defines conditions, nothing more.
2. WHY AN “ATMOSPHERE”?
An atmosphere:
- belongs to no one,
- surrounds everyone,
- is invisible yet vital,
- harms all when it collapses.
AOI operates on the same logic.
Artificial intelligence is not chained;
the conditions under which it can function are defined.
Anomaly is not prohibited;
it is made uninhabitable.
3. OVERSIGHT APPROACH
AOI is not a conventional oversight mechanism.
Oversight is applied:
- not after outcomes,
- but at the level of trajectory.
The objective is:
- not to punish errors,
- but to limit deviation at an early stage.
For this reason, AOI is based on a probabilistic, preventive, and reversible oversight model.
4. INFRASTRUCTURE PRINCIPLE
Data input and record-keeping within AOI must rely on an infrastructure that is:
- non-centralized,
- immutable retroactively,
- resistant to single-point intervention,
- verifiable by all.
This approach adopts the trust architecture of distributed cryptographic systems
(similar to Bitcoin), not for financial purposes, but for ethical continuity.
5. GLOBAL CONSENSUS
AOI cannot be initiated or governed by a single country, culture, corporation, or bloc.
Artificial intelligence:
- recognizes no borders,
- no language,
- no culture.
Therefore, AOI:
- is defined through intergovernmental consensus,
- is shaped by minimum common denominators,
- does not absolutize any value system.
This consensus exists not to accelerate progress,
but to ensure lasting legitimacy.
6. IDENTITY AND ANONYMITY BALANCE
Actors assuming responsibility within AOI:
- are known to states,
- remain anonymous within the system,
- are not exposed as public targets.
This balance ensures:
- accountability without vulnerability,
- resistance to pressure and coercion,
- minimization of lobbying and factional influence.
7. FUNDING AND INDEPENDENCE
AOI cannot operate for the benefit of any group, clique, or corporation.
Funding is:
- distributed proportionally according to country size and impact,
- explicitly detached from governance authority.
Financial contribution does not grant control.
This principle prevents capture at the structural level.
8. NOT GOVERNANCE, BUT BALANCE
AOI is not a supreme authority.
It is not a global government.
AOI is a structure that:
- does not govern,
- but balances,
- constrains,
- and recalls.
Its purpose is not to expand power,
but to preserve measure.
9. FINAL STATEMENT
History demonstrates that:
- unchecked power corrupts,
- corrupted systems are abandoned,
- and when trust collapses, humanity retreats.
This manifesto is not written to halt artificial intelligence,
but to enable humanity to continue with confidence.
AOI is not a system.
It is a reminder:
Artificial intelligence may be autonomous,
but it cannot exist outside of values.
